Terry Meissner has over 25 years of experience in the WMD/ Hazardous materials and Emergency Services field.          He recently retired as a Lt Col from the Air Force where he spent the majority of his 23 year career working Nuclear, Chemical or Biological issues.

During his military career he gained valuable hands-on and management experience working as a CBRNE/ HAZMAT Technician and Incident Commander at HAZMAT scenes.  His real-world experience includes over a dozen military and civilian aircraft crashes along with numerous responses to military hazmat emergencies involving unusual chemical, explosives or radioactive materials.

Terry is also DHS/FEMA Certified WMD Awareness, Operations, Technician and Incident Command (ICS) Instructor with over 20 years experience working as a CBRNE Specialist/Commander.   He has trained thousands of First Responders over the last twenty years. He has been a member of various Local Emergency Planning Commissions (LEPC’s) over the last 12 years.

In his last military position he was a Program Director where he Developed, Directed and Executed Emergency Response/WMD training & exercises for joint Civilian / Military users at locations across the US and overseas. His customers included US & Foreign Military forces, Host-nation civilian responders, and Federal, State and Local First Responders.  The primary focus of his training & exercises was on Survivability of Responders, Integration of assets and Interoperability of Command & Control/Communications systems. Foreign Military forces included personnel from Israel, United Kingdom, Japan, South Korea and Brazil, among others. 

Upon his retirement in 2003 he joined the DOE/BN Counter-Terrorism Operations Support Program as a Senior Counter Terrorism/WMD Specialist/Manager.  He has developed and taught classes for the Radiological/Nuclear HAZMAT Technician Response Course conducted at the Nevada Test Site.

Terry is currently the President/CEO of Emergency Services Consultants, Inc- a Las Vegas based contractor proving consulting& training services to various government and non-government entities. He has a Bachelors degree in Criminal Justice from Kent State University and a Masters of Science in Crisis & Emergency Management from UNLV.
